Focus Area 06

Strategic Risk

Risk becomes strategic when it changes the decision set, not merely the probability distribution.

Why this matters

Why Strategic Horizon studies this field

Senior decisions are usually made before uncertainty disappears. The relevant task is therefore not to eliminate uncertainty, but to identify the assumptions, thresholds, dependencies and early signals that determine whether a strategy remains viable.

Strategic Horizon uses scenarios, signposts, exposure mapping and adversarial review to make uncertainty decision-useful.

Strategic Perspective

Our analytical position

We reject single-point forecasting as the default for complex strategic systems. Instead we define what must be true for an assessment to hold, what would falsify it, which variables are controllable, and which developments would require a change in posture. Risk analysis is strongest when it can tell a decision-maker when the original decision logic is no longer valid.

What we examine

Analytical scope

  • Scenario construction and stress testing
  • Early-warning indicators and weak signals
  • Institutional and regulatory execution risk
  • Supply-chain, infrastructure and geopolitical exposure
  • Decision thresholds and irreversible commitments
  • Competing hypotheses and Red Team challenge
Key questions

Questions that structure our work

  • What must be true for the baseline case to hold?
  • Which assumption has the greatest downside if wrong?
  • What would we observe first if the strategic environment were changing?
  • Which risks are correlated rather than independent?
  • What is the cost of waiting versus acting under uncertainty?
What we monitor

Signals and signposts

  • Defined signposts and trigger conditions
  • Policy implementation versus announcement
  • Market and infrastructure stress indicators
  • Institutional delays and legal constraints
  • Concentration and dependency measures
  • Evidence that falsifies the current assessment
Decision implications

What the analysis is for

Strategic risk work should change either a decision, a timing choice, a contingency plan or a monitoring priority. If it does none of those, it is description rather than decision support.
